This error indicates that there is an issue reading this file because its still in use. As its the users %temp% folder permissions are unlikely to be the cause of the issue. There are other access is denied errors for PDF Manager that list a different path that can be permissions related.

This issue can be caused by excessive scanning from anti-virus software on PDF documents being created. Excluding PDF documents from the anti-virus real-time scanner has resolved this issue.
