In MYOB Practice Manager (PM) if you can't access Billing > Draft Bills it means that you are not in the relevant security group to access this section.
To allow access:

Navigate to Maintenance > Maintenance Map >Security > Task Permissions > Practice Manager.

Select the relevant Security Group and under Group Description, expand Other.

Tick [Bills] [Current Draft Bills] to Allow and click OK.
To test access to the Draft Bills, the user needs to logout and login to AE.
To locate the specified Task Permission quicker, select the Product & Security Group, in the Search field, type: draft bills. When you expand Other, you should see the relevant item that you need to select.
