This issue is caused by components of Microsoft Office missing due to a failed installation. Please re-install Microsoft Office ensuring UAC is turned off, anti-virus and malware/spyware are disabled and you are logged in with sufficient permissions.

Turn off UAC and reboot Disabling User Account Control (UAC)

Have your IT professional ensure anti-virus, anti-malware and anti-spyware software are all disabled.

Login to the workstation/terminal server as an administrator.

Have your IT professional un-install Microsoft Office and then re-install again.
If issues persist you may need to get your IT to investigate why Microsoft Office is not installing correctly.
